Rule 194.2.a

If more than one player has points greater than or equal to the Victory Score, whichever player has more points wins.

Rule hierarchy

Parent194.2A player wins the game if, in a cleanup, they have points greater than or equal to the Victory Score and more points than any other player. See rule 318. Cleanups for more information.
